2025年2月份國政聯誼會縮影 　　本會於2025年2月16日假台北喜來登大飯店地下二樓喜廳舉行「祐生國政聯誼會」。由主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目之下，隨即由主持人帶來重要訊息：「川普已於1月20日就任美國總統，陸續兌現競選期間的承諾，也進行了許多政治、經濟的談判，由川普與各界談判過程可知，掌握談判策略與運用談判技巧，才能創造更高價值，打造共贏互利的局面。另外，隨著中國大陸新創公司研發出DeepSeek-R1 AI模型，台灣有團隊發起計畫，運用其高效推理且開放權重的特性，推進台灣AI發展，建立擁有民主底蘊的台灣製造大型語言模型。因此，面對外在諸多挑戰，台灣應停止內耗，而祐生國政委員也在各自的領域中，提供建言予政府部會，相信台灣必定能朝向正確的道路前進！」 　　The February Archilife Public Policy Communion of 2025 was held on February 16, 2025. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "Since assuming the presidency of the United States on January 20, Donald Trump has been fulfilling his campaign promises. Trump has also conducted numerous political and commercial discussions and his negotiation process with all stakeholders demonstrates how greater value can only be achieved by mastering negotiation strategies and applying negotiation skills, giving rise to a mutually beneficial outcome. Additionally, with the release of the DeepSeek-R1 AI model by a Chinese start-up, some Taiwanese teams plan to capitalize on its efficient inference and open weights to advance Taiwan's AI research, which involves the construction of large language models developed in Taiwan within a democratic context, therefore Taiwan should cease attrition from within in light of the numerous external challenges. On the other hand, Archilife's national policy commissioners in their respective sectors should provide government ministries with their suggestions, and we believe Taiwan will continue moving along the right path!" 　　緊接著進行專題演講，由國政委員張震鐘先生主講「文資價值評估相關議題」。主講人首先提到文化資產保存法第十五條中有關文化資產價值評估之原則，以及文化資產保存法第三條所示「本法所稱文化資產，指具有歷史、藝術、科學等文化價值，並經指定或登錄之下列有形及無形文化資產」。主講人以金山青年活動中心為例，其為台灣第一個成立、興建的青年活動中心，承載著許多人的珍貴回憶，並保有文化資產價值。因此，新北市政府文化局於2012年針對其興建完竣逾50年之建物，進行文化資產保存價值會勘，其後做出保存決議。主講人也感性說道，文化資產留給後人的意義，在於提醒我們不要忘記過去，並珍惜先人所累積於科學、知識、藝術及技術的智慧結晶。 　　Next on the schedule was the keynote speech. First, Mr. Chang Chen-chung presented a speech on the "Issues Regarding the Assessment of the Value of Cultural Heritage". First, the speaker raised the principles for assessing the value of cultural heritage in Article 15 of the Cultural Heritage Preservation Act, as well as "The term cultural heritage referred to in this Act means the following designated or registered tangible or intangible cultural heritages which are of cultural value from the point of view of history, art or science" stipulated in Article 3 of the Cultural Heritage Preservation Act. The speaker cited, as an example, the Chinshan Youth Activity Center which is the first youth activity center developed and erected in Taiwan and is fondly remembered by many, and preserves the value of cultural assets. As a result, in 2012, the Cultural Affairs Department, New Taipei City Government conducted a survey of the value of cultural heritage preservation, with a particular focus on buildings which are more than 50 years old, and subsequently reached a resolution regarding their preservation. The speaker shared, with a hint of sentimentality, also emphasized the importance of cultural heritage as it serves as a reminder to us to appreciate the wisdom of our forefathers in the fields of science, knowledge, art, and technology. 　　接著由國政委員洪啟東先生主講「鄉鎮災後重建的新產業發展模式」。主講人首先提到台灣災害管理演變時間軸，每一次的災害都是經驗學習致使城市規劃轉變，逐步建立法令規章。而在面對災害與疫情過程中，新的技術應用和市場發展，在災害與疫情後的空間消費和生產過程中逐步出現並擴展。主講人接著表示，社會資本的建構是療癒韌性及災難治理的重要關鍵要素，主講人也實際前往中國進行田野調查與深度訪談，了解到當地制度創新與產業轉型。因此，新產業發展應關注全球產業變革及少子化與氣候變遷議題，重視在地城鎮產業的結構創新，以及結合數位科技應用的產業調適策略。 　　Next, Mr. Hung Chi-tung spoke on "The New Industrial Development Model for Post-disaster Reconstruction in Towns and Townships". The speaker first shared about how the timeline of disaster management in Taiwan has advanced, noting that every disaster is a result of experience learning that leads to changes in urban planning and the gradual establishment of laws and regulations. In the face of calamities and pandemics, the new technical applications and market developments have gradually emerged and expanded in the post-disaster and post-epidemic consumption and production processes. The speaker went on to share that the building of social capital is a crucial component in resilience in recovery and disaster management. The speaker also traveled to China to conduct field research and in-depth interviews, and gained insight into local innovations and industrial transformation. In light of this, future industrial development ought to focus on issues such as global industrial transformation, declining birth rates, and climate change, with emphasis placed on the structural industrial innovations in local towns and townships as well as industrial adaptation strategies that incorporate digital technology applications. 　　演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法交流後，圓滿地結束二月份國政聯誼會。 　　After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation.
