2017年2月份國政聯誼會縮影 　　本會已於2017年2月19日假台北喜來登大飯店地下二樓喜廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目過後，隨即由主持人帶來重要訊息：「近來全球政壇上發生了許多重大事件，包括韓國總統遭彈劾以及美國當選總統川普上任後的政策宣示等，再加上面對氣候異變的威脅，人心惶惶不安。所以，祐生持續進行相關研究對應氣候異變，期能建構通過未來之數位共生新文明。另外，年會中傳達林俊興董事長之年度宣告「開發特異功能」，也就是在氣候異變下的耐受能力，發展更大的差異化，以通過天擇的考驗。」 　　The February Archilife Public Policy Communion of 2017 was held on February 19, 2017. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "Recently, many important incidents have occurred regarding international politics, such as the impeachment of the Korean president and the policy declarations of newly-elected American President Donald Trump. In addition to that, facing the threat of climate change, people are having a general feeling of insecurity. Therefore, Archlife Research Foundation continues to conduct related research to cope with climate changes and expect to create a brand new style of civilization with future digital symbiosis. On the other hand, during the Archilife Convention 2017, President Lin Chun-shin announced the annual declaration of "development of special capacities" in order to develop larger differentiation regarding the endurance capability under climate changes to survive the testimony of natural selection." 　　緊接著進行專題演講，由國政會委員張震鐘先生主講「新修訂文化資產保存法之簡介」。主講人首先提到文化資產保存法最早於民國71年制定，於民國94年進行整體修法，民國105年進行全文修正。根據該法，文化資產依類別而有不同的主管機關與管理單位。主講人接著講述新增有關「納入教育體系」、「尊重族群文化」、「公部門率先做為表率」之法條。主講人並舉出新北市幾處進行文資會勘後未能保留之地點，表達過程中諸多難處。最後，主講人提醒大家遺產保護是人類普世價值，請大家一起保護文化資產。 　　Next on the schedule was the keynote speech. First, Mr. Chang Chen-chung gave a presentation on "The Introduction of the Newly Amended Cultural Heritage Preservation Act". The speaker first mentioned that the Cultural Heritage Preservation Act was originally stipulated in 1982, was comprehensively amended in 2005, and was further amended in 2016. According to that law, cultural heritages are under the administration of different authorities and management units due to their genre. The speaker then focused on the amended contents and the articles that was added regarding "including education system", "respect ethno-culture" and "public sectors as the role model". The speaker then pointed out several locations that were not appointed as cultural heritage sites at New Taipei City after the investigation of Cultural Heritage Committee and explained the various difficulties among the whole process. Finally, the speaker reminded everybody that heritage protection is a universal value and asked everybody to take part in protecting cultural heritages. 　　接著由國政會委員王敏州先生主講「Architect four point zero」。主講人首先提到目前擔任經濟部加工區建築管理輔導團協同主持人，輔導區內廠商合法設置昇降設備，並引導台灣加工區計10個園區朝工業4.0發展，建構新型智慧工業世界。在建築旅行部分，主講人以鳳山地區為例，走入歷史建築場景，發掘當地文化意涵；社區營造部分，期望能培育更多世代族群投入。最後，主講人表示第四次工業革命正在帶動職場的更迭，為此我們需要做好培育各項專業技能的萬全準備，在各個領域都應有不同的省思與對策。 　　Next, Mr. Wang Min-chou, spoke on "Architect four point zero". The speaker first mentioned that he is currently the co-organizer of Architecture Management Counseling Group of EPZA and has assisted domestic manufacturers in installing legal elevators, guiding the 10 export processing zones of Taiwan to develop towards Industry 4.0, and to construct a new world of smart industry. As for architecture traveling, the speaker took Fengshan region as an example and explained its historical buildings and scenes to exploit local cultural context. As for community development, he expected more generations and groups of people to pursue it. Finally, the speaker mentioned that the Fourth Industrial Revolution is bringing about transformation in the employment market. Therefore, we have to comprehensively prepare ourselves by learning various professional skills and have different reflections and coping strategies in various fields. 　　接著由國政會委員張桂鳳小姐主講「因應全球氣候變遷屏東建築調適策略」。主講人首先提到屏東城鄉發展以多元文化整合為出發點。主講人接著提到為促進永續建築環境發展，屏東縣政府加入GABC，升級屏東縣綠建築邁向國際化。接著以屏東火車站為例，高架化後底部空間規劃為自行車道，成功打造低碳城市。另外，介紹以循環再利用的貨櫃打造的青創聚落，除了導入綠建築的概念，並實踐屬於青年人的夢想基地。最後，主講人將三套屏東紀念郵票送給提問之與會者，分享屏東在地特色文化。 　　Next, Ms. Chang Kuei-feng, spoke on "The Adjustment Strategy on the Architecture of Pingtung facing Global Climate Changes". The speaker first mentioned that the urban and rural development of Pingtung starts off with concept of multicultural integration. She then mentioned that to promote the development of sustainable buildings and environment, Pingtung County Government joined GABC in order to upgrade the green buildings within Pingtung County to reach international standards. She then took Pingtung Train Station as an example. She mentioned that, after railway elevation, the space under the tracks was organized as bicycle lanes and successfully made a low-carbon city. In addition to that, the speaker also introduced the I/O Studio that was made out of recycled containers. The place not only introduced the concept of green building, but also became a dream base for young people. Finally, she gave out three sets of Pingtung commemorative stamps to participants who answered her questions and shared with us featuring the local cultures of Pingtung. 　　演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後，圓滿地結束二月份國政聯誼會。 　　After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The February Archilife Public Policy Communion ended smoothly.
