2019年7月份國政聯誼會縮影 　　本會於2019年7月14日假台北喜來登大飯店地下二樓喜廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目過後，隨即由主持人帶來重要訊息：「在氣候暴烈化的影響下，導致疫病頻傳、糧食危機及生態系丕變，目前沙漠化現象以歐豬五國為劇，也使得社會經濟動盪不安。藉此呼籲大家要密切觀察外在情勢變化，審視自己的作為。另外，蟲洞讀書會已開辦二十年，祐生成員長期累積知識，使得在任何研判局勢的過程中，總能洞燭機先。目前正著手進行規劃的新型態「讀書會2.0」，將以提升讀書會更深的價值為目標，持續帶領大家朝向全知的領域邁進。最後，面對當前嚴苛的環境，提醒大家行事保守以對，以「求生存、謀生計、延生命」的內涵，循序漸進。」 　　The July Archilife Public Policy Communion of 2019 was held on July 14, 2019. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "Under the impact of the drastic climate, frequent epidemics, food crises, and changes in the ecosystem have resulted. The current desertification phenomenon is the most severe in the PIIGS, leading to social unrest and economic turmoil. We hereby appeal to all to keep a close eye on changes in the external situation and our own actions. In addition, it has been twenty years since the Archilife Wormhole Bookish Assembly was established. Over time, the members of Archilife have accumulated knowledge needed to seize opportunities and gain insights into any situation demanding judgement. At present, Archilife Research Foundation is planning a new "Bookish Assembly 2.0" that adheres to the goal of deepening the values and continuing to lead all towards a complete knowledge of the field. Lastly, confronted by a harsh environment, please be reminded to take a conservative approach, with the connotation of ‘seeking survival, ensuring livelihood, and prolonging life, thereby progressing one step at a time." 　　緊接著進行專題演講，由國政會委員高傳棋先生主講「鄉土教育與地方學的建構」。主講人一開始先帶領與會者思考兩個問題：我們下一代將在何處成長茁壯，我們將在哪裡落地歸根？進而指出故鄉─也就是地方鄉土教育的重要性。除了政府計畫性的軟硬體打造地方特色文化展館，主講人也走入戶外，以實際行動教育下一代，並秉持「讓明天變得更好」的內在本質目標，為站在第一線教育工作者的首要任務。主講人接著提到日前加入「大稻埕地方創生股份有限公司」，期望透過各行各業成員的努力，使街區更富饒趣與活力，帶動更多產業發展，並延續歷史意義。 　　Next on the schedule was the keynote speech. First, Mr. Gao Chuan-chi spoke on "The Construction of Local Education and Local Studies". The presenter first guided the participants to contemplate on two questions: Where will our children grow and thrive? Where will we return? He further pointed out the importance of our hometown, specifically local education. In addition to the government’s systematic creation of exhibition hall software and hardware, the presenter also went outdoors to teach the children. On top of this, the intrinsic essence of creating a better tomorrow remains the primary task for front-line educators. The presenter also mentioned the recent joining of Dadaocheng Local Creation Co., Ltd., hoping that people from all walks of life can strive to contribute to making the streets more interesting and vigorous, promoting more industrial development, and carrying on historical significance. 　　接著由國政會委員李書安先生主講「PM 2.5成分分析與氣候的影響」。主講人首先介紹環保署空氣品質監測網，民眾可得知相關資訊。接著提到國際癌症研究中心將室外空氣污染物列為第一級致癌物，台灣亦於2012年增訂PM2.5空氣品質標準。而PM2.5濃度對於能見度雖有所影響，但空氣的濕度亦會造成改變。然而空氣品質也受到天氣與地形的影響，在台灣十月至隔年三月為常見的空污季節。由氣象局資料分析，風速呈現逐年減弱趨勢，近十年高層明顯增溫，以及底層逆溫結構，顯示大氣變得更加穩定，這也表示汙染物越來越無法排放，呈現累積的狀態。 　　Next, Mr. Li Shu-an spoke on "PM2.5 Component Analysis and the Impact on the Climate". The presenter first introduced the air quality monitoring network of the Environmental Protection Administration, Executive Yuan intended to give the general public access to relevant information. He then mentioned that the International Agency for Research on Cancer (IARC) declared that outdoor air pollution is a group 1 carcinogen, and Taiwan added PM2.5 air quality standards in 2012. Although the concentration of PM2.5 has an effect on visibility, the air humidity also changes. However, air quality is also subject to the influence of the weather and terrain. From October to March the following year is the season of air pollution prevalence in Taiwan. According to the data analysis of the Central Weather Bureau, the wind velocity is showing a trend of a yearly increase, but the stratosphere shows an obvious increase of temperature and the troposphere has a temperature inversion structure, indicating a more stable atmosphere and increasing difficulty discharging pollutants, resulting in a cumulative state. 　　接著由國政會委員孫大倫先生主講「性別平等重要議題暨行政院所屬各部會性別平等推動計畫介紹」。主講人首先提到行政院於2017年通過性別平等重要議題之策略方向，以「推動三合一政策之托育公共化」、「提升女性經濟力」、「去除性別刻板印象與偏見」、「強化高齡社會之公共支持」及「促進公私部門決策參與之性別平等」等五項性別平等重要議題為推動重點，自2019年開始執行。主講人表示促進性別平等有賴各部會合作，凝聚可行、有效率的做法，並落實在政府施政。期勉大家共同努力，使國家朝性別實質平等的目標邁進。 　　Next, Mr. Sun Ta-lun spoke on "Gender Equality and Other Important Issues and Introduced the Gender Equality Promotion Plans of the Ministries Under the Executive Yuan". The presenter first mentioned the strategic direction of the gender equality related issues passed by the Executive Yuan in 2017, with five important gender equality related issues as the promotion focus and implemented beginning 2019, namely, "promoting the three-in-one policy of public childcare", "enhancing female economic power", "eradicating gender stereotypes and prejudice", "strengthening public support for the aging society", and "promoting gender equality with the participation of the public sector and the private sector" . The presenter said that the promotion of gender equality will rely on the cooperation of respective ministries, thus gathering feasible and efficient practices for implementation in governmental policy administration. We encourage everyone to work together to achieve the national goal of moving toward substantial gender equality. 　　演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後，圓滿地結束七月份國政聯誼會。 　　After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The July Archilife Public Policy Communion ended smoothly.
