2018年9月份國政聯誼會縮影 　　本會已於2018年9月16日假晶華酒店地下三樓晶英會舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目過後，隨即由主持人帶來重要訊息：「美國總統川普重啟太空探索任務，SpaceX也將搭載首位繞行月球的旅客，皆與祐生潛鋒特組「脫離地表，遨遊星際」之聲明不謀而合，我們應持續努力，為人類找出一條出路。另外，身處於資訊爆炸的時代，要藉由知識分辨網路訊息的真假，並且要有堅強的心智與健康的身體，才能對抗外在的許多挑戰。本次林俊興董事長特別提醒大家，做最壞的打算，冷靜評估事情，接受可能面對的後果。此外，也要虛心接受別人的批評指教，讓我們有機會變得更好。」 　　The September Archilife Public Policy Communion of 2018 was held on September 16, 2018. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "US President Trump has re-launched NASA's space exploration mission and SpaceX has signed the world's first private passenger to fly around the Moon. These actions all coincide with the statement "Leave the surface and travel among the stars" of the Archilife Pioneer Team. We should keep on working hard to find the solution for human kind. In addition, given that we know life in an age with explosive amount of information, we should distinguish true and false information on the Internet with our knowledge and possess a strong mind and healthy body to confront those external challenges. This time, President Lin Chun-hsing reminds everyone to plan for the worst, assess things calmly and accept any possible outcome. Moreover, we should also accept the criticism and instruction from others humbly to seize the opportunity of becoming a better person." 　　緊接著進行專題演講，由國政會委員孫瑞穗小姐主講「為何需要地方創生？危機、政策與個案」。主講人首先提到台灣面臨的危機為少子化及老化，六都結構所造成的城鄉不均，以及如何促進地方經濟的自給自足和創新升級的進展。以日本為例，建置了國家與地方各層級的地方創生總和策略，達成城鎮、人、工作的良好循環。而台灣2018年發佈地方創生國家戰略，著重於經濟的振興。最後，主講人表示未來應讓台灣各地方變成 "創造基地" 和"美麗家園"，邀請世界來了解和造訪台灣。 　　Next on the schedule was the keynote speech. First, Ms. Sun Ruei-suei presented a speech on the "Why Do We Need Placemaking? Crisis, Policies and Case Studies". The speaker first mentioned that Taiwan is now facing the crisis of low fertilization and an aging population. Then she spoke on the urban-rural gap due to the structure of the 6 metropolises, how to promote the self-efficiency on local economy, and the progress of innovative upgrade. Take Japan for example, it has stipulated national and local Comprehensive Placemaking Strategies and focused on the economic revitalization. The National Placemaking Strategy announced by Taiwan in 2018 focused on economic revitalization. Finally, the speaker mentioned that the different places of Taiwan should become "creation bases" and "beautiful homelands" in the future and we should invite the world to visit and understand Taiwan. 　　接著由國政會委員李書安先生主講「台中市環境品質監測站之介紹」。主講人首先表示空氣品質監測資料，為推動空氣品質保護及防制空氣污染工作的重要依據。目前台中市已有11座自動測站，並有兩部移動式空氣品質監測車。環保局亦建置新版「空氣品質即時資訊網」，提供民眾最新及完整的空氣品質狀況。另外，亦有兩座固定噪音監測站，22處移動噪音站。環保署也推出首款運用大數據及人工智慧，提供12小時空氣品質預測服務的App，使民眾汲取資訊更便利。 　　Next, Mr. Li Shu-an spoke on "An Introduction on the Environment Quality Monitoring Stations of Taichung". The speaker first explained that monitoring data on air quality is an important basis for promoting air quality protection and operations preventing air pollution. Currently, Taichung has 11 automatic monitoring stations and 2 mobile air-quality monitoring vehicles. The Environment Protection Bureau has also built the latest version of "Real-time Air Quality Information Site" to provide citizens with the latest and most comprehensive air quality status. In addition, there are also 2 stationary noise monitoring stations and 22 mobile noise-monitoring stations. Finally, the speaker mentioned that the Environmental Protection Administration also launched the first app that provides 12-hour air quality prediction service using big data and AI, enabling citizens to retrieve information with greater convenience. 　　接著由國政會委員游秀雲小姐主講「高等教育國際交流與發展」。主講人首先表示，近年來邀請了許多國外人士來台，內容包括兩岸中國文學課程比較，茶文化及文創產業與商品的研究，進行了不同觀點與文化的交流。另外，主講人亦赴對岸參與學術研討會及文化研習營，除了進行全球高等教育之比較與趨勢瞭解，也以人文視角觀察與氣候變遷之關聯。國民受高教者多的好處，包括所得高、犯罪率低及生活品質較佳等。主講人也提到了無教室、校園的密涅瓦大學，為新型態的學習機構。最後，主講人表示期望以多元視角促進全球高等教育競合，台灣應對於在地的教育更有自信。 　　Next, Ms. Yu Hsiu-yun spoke on "International Exchanges and the Development of Higher Education". The speaker first mentioned that in recent years, many foreigners have been invited to Taiwan to carry out international exchanges from different perspectives and cultures, such as the comparison of cross-strait Chinese literature courses, research on tea culture, cultural creative industry and their products, and so on. Besides, the speaker also went to China to take part in symposiums and cultural workshop camps. Besides comparing and understanding the trend of global higher education, she also observed climate change from the perspective of social science. The benefits of higher education for the nationals include high income, low crime rate and better quality of life. The speaker also mentioned Minerva School at KGI, one without classrooms and campus, as the new style for education institutes. Finally, the speaker believed that versatile perspectives can promote the competition and collaboration of global higher education and wanted us to be confident with the local education of Taiwan. 　　演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後，圓滿地結束九月份國政聯誼會。 　　After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The September Archilife Public Policy Communion ended smoothly.
