2015年7月份國政聯誼會縮影 　　本會已於2015年7月19日假台北喜來登大飯店地下二樓喜廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目過後，隨即由主持人帶來重要訊息：「目前生活環境充滿許多不確定的危機，祐生開展的太學系統便是針對此一狀況希望培養所有成員都能有足夠的智慧來解決問題，並將學習到的知識內容教育予下一代。另外，氣候異變影響了人文社會的變化，甚至造成了心理層面的不安，所以祐生恩梯特組也持續研討相關議題，期望從這些研究報告裡，發掘解決問題的方案，進而將祐生理念推向國際。因此，鼓勵大家培養外語能力，並收斂自己，簡化與外界的關係網，集中力量對抗未來面臨的挑戰。」 　　The July Archilife Public Policy Communion of 2015 was held on July 28, 2015. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "At this moment, many uncertain crises exists in our living environment. Targeting this situation, Tai Hsueh System developed by Archlife expects all its members to gain sufficient intelligence to solve related problems and teach the next generation what you have learned. In addition, climate changes brought about humanitarian and societal changes, and even caused mental discomforts. Therefore, the NT Special Team will continue to conduct researches on related issues and expect to excavate problem-solving solutions from the research reports and promote the idea of Archlife internationally. We encourage everyone to develop their foreign language abilities, converge themselves in order to simplify the connection web with the outer world, and concentrate their strength on facing future challenges." 　　緊接著進行專題演講，由環控特組組長江逸章先生進行「2015年上半年環控特組結案報告」。主講人首先說明本階段特組除針對103年國家推動氣候變遷調適政策及其後續行動計畫執行成果進行討論外，亦進行102、103年永續發展行動計畫辦理情形進行比對。經組員討論，認為本土化氣候變遷調適科技應及早建立，並應有真正跨部會整合的永續作為。未來面對更艱鉅的國際競爭及氣候異變等複合型問題，政府更應革新制度面的運作方式。最後，主講人提醒大家面對永續與極端氣候異變的減緩與調適，需要大家一起努力。 　　Next on the schedule was the keynote speech. First, Mr. Chiang Yi-chang gave a presentation on "2015 Mid-Year Environmental Control Special Team Meeting Implementation Report". The speaker first explained that besides conducting discussions on the 2014 Adaptation Strategy to Climate Change policy and further implementation progresses, the special team also compared it with the implementation situations of Action Plan for Sustainable Development of 2013 and 2014. After deliberation, team members believe that indigenous climate change adaptation technology should be established as soon as possible, and a real trans-department integrated persistent practice should exist. When facing compounded problems such as harsh international competition and climate change in the future, the government should innovate its institutional operations. Finally, the speaker reminded that everyone's hard works are needed when facing the reduction and adjustment of sustainable development and climate change. 　　接著由國政會委員蘇美如小姐主講「角落的厝味--宜蘭平原的傳統竹圍」。主講人首先以豐富的照片介紹宜蘭平原以竹圍包圍民宅的文化景觀，當地也有許多與竹圍相關的地名。而竹圍除了可為抵擋風強雨沛的自然力外，亦可做為孤立散村農舍自我防禦的作用，以及物權界線與地位表徵。接著主講人介紹竹圍的組成元素與形式，並進一步提及農業經濟的萎縮及房地產買賣熱潮下，竹圍與傳統農舍嚴重消失，呈現新的平原景觀。在清查計畫的執行下，期望未來能藉由法令進行登錄保護或轉型利用，保存竹圍的景觀風貌。 　　Next, Miss Su Mei-ju, a member of the Public Policy Committee, spoke on "The Flavor of Hometown in the Corner—Tradition Bamboo on Yilan Plain". The speaker used many pictures to introduce the traditional bamboo surroundings. Many places names are also related with bamboo surroundings. Besides the natural ability of covering strong wind and rain, bamboo surroundings can also serve as self-defense mechanisms for separated farmhouses, as borderlines of real rights and as status symbols. Then the speaker introduced the composing elements and the forms of bamboo surroundings, and further talked about the disappearing of traditional bamboo surroundings and farmhouses under the shrinking of agricultural economy and the boom of real estate businesses, in which a new plain view has appeared. Under the implementation of the census project, she hopes that legal regulations in the future can register, protect and transform the features of bamboo surrounding landscapes. 　　演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後，圓滿地結束七月份國政聯誼會。 　　After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The July Archilife Public Policy Communion ended smoothly.
