2020年5月份國政聯誼會縮影 　　本會於2020年5月31日假台北晶華酒店四樓貴賓廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目之下，隨即由主持人帶來重要訊息：「面對疫情在全球蔓延，林俊興董事長特別提醒大家「大難來臨，謹慎以對」，而應對的方式，即為祐生共生數位化的理念。從歷史來看，每一次重大疫情，皆使得人類歷史軌跡與文明發展改變，而個人的生活方式亦須有所因應，擷取東西方優點來應對當前局勢。於此同時，美中角力仍不斷上演，世界情勢動盪不安，因此，我們應持續關注外在變化，保持敏銳的觀察力。最後，提醒大家凡事知所進退，謹言慎行，使能通過考驗，走向更好的未來。」 　　The May Archilife Public Policy Communion of 2020 was held on May 31, 2020. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "With the global spread of the epidemic(COVID-19), President Lin Chun-hsing reminds everyone to "take caution in the face of a major catastrophe". The way to cope with it is the concept of Archilife’s digitalization and symbiosis. From a historical viewpoint, every major epidemic has led to changes in the historical trajectory and civilization development of mankind. Meanwhile, individuals’ way of life also must be adapted, extracting the merits of the East and the West to cope with the current situation. At the same time, the wrestling between the United States and China continues, and the global situation remains turbulent. This said, we should continue to pay attention to external changes and maintain keen sense of observation. Lastly, I would like to remind everyone to know his limits, speak and act cautiously in order to pass trials and head towards a better tomorrow." 　　緊接著進行專題演講，由國政會委員林芳銘先生主講「建築聲學CNS標準之發展」。主講人首先說明我國建築音環境相關政策推動過程，為了有明確依循基準，建立了綠建築標章(音環境基準)及綠建材標章制度(高性能建材防音基準)，使得檢測標準與國際接軌，在建材貿易上有所助益。在法規方面，於建築法及住宅法中，亦有音環境相關規定。主講人進一步介紹高性能防音綠建材評定基準，以及各國建築隔音基準，目前各國多以ISO建築聲學標準為指標，近來ISO有所改版，台灣雖很遺憾無法參與討論，但仍密切注意變化並依循此標準進行，讓台灣建築聲學更有公信力。 　　Next on the schedule was the keynote speech. First, Mr. Lin Fang-ming spoke on "The Development of CNS Standards for Architectural Acoustics". The speaker first explained Taiwan’s architectural acoustics environment related policy promotion process. In order to have clear standards to follow, the Green Building Label (acoustic environment criteria) and the Green Building Material Label System (high-performance building material soundproof criteria) have been established. This is to ensure the testing standards are in line with the world, which will be conducive to building material trading. In terms of laws and regulations, there are also regulations on the sound environment in the Construction Law and the Residential Law. The speaker further explained the criteria for evaluating high-performance soundproof green building materials, as well as the building soundproof criteria in different countries. At present, most countries adopt the ISO architectural acoustics standard as the indicator. In recent years, the ISO has been revised. Regrettably, although Taiwan was unable to participate in the discussion, it still pays close attention to changes and abides to this standard that makes Taiwan’s architectural acoustics more credible. 　　接著由國政會委員陳志誠先生主講「員基周邊生活環境品質」。主講人首先表示去年演講提及在地觀察與在地特色發展，本次延續此主題，探索員林基督教醫院周邊生活機能。主講人接著表示配合員林鐵路高架化，橋下空間扮演城市機能整合重要觸媒，也形成多目標使用，包括停車場及商場標租案。主講人以歷年衛星空照圖比對，清楚帶出員林基督教醫院本身及周邊生活環境建設之演進。員林基督教醫院是中台灣歷史最久的醫療中心，使當地居民減少舟車勞頓轉診奔波，就近就醫。期望在持續努力下，使員林市鎮更加進步與美好。 　　Next, Mr. Chen Chih-chen spoke on "The Quality of Yuanlin Christian Hospital’s Surrounding Environment". The speaker first said that local observations of the locality and the development of local characteristic were mentioned in his speech the year before. In continuation to the topic, Yuanlin Christian Hospital surrounding living functions were explored. The speaker went on about the railway elevation in Yuanlin. The space below the elevation plays the role of a catalyst essential for integrating urban functions forming multi-purpose uses, including car parks and shopping mall bids. The speaker compared the satellite images over the years to explicitly point out the progress of Yuanlin Christian Hospital itself and the construction in its surrounding environment. Yuanlin Christian Hospital is a medical center in Central Taiwan with the longest history. It allows local residents to seek medical attention nearby, rather than being travel-worn having to transfer to a different hospital for treatment. This has turned Yuanlin Town into a more progressive and wonderful place. 　　接著由國政會委員周裕清先生主講「武漢肺炎船艦流行病學」。主講人首先說明於2019年12月起中國湖北武漢市發現不明原因肺炎群聚，2020年2月11日WHO將此新型冠狀病毒所造成的疾病稱為COVID-19。目前已知有七種冠狀病毒會感染人類，會造成感染應與氣候異變下人類過度開發野生動物棲息領域有關。目前COVID-19僅支持性療法為主。主講人接著提到鑽石公主號群聚感染事件，以及羅斯福號航空母艦群聚感染事件，大船內宛如小城市，千人密集近距離接觸、活動，導致傳染病的傳播力強且廣。最後，主講人提到COVID-19是百年一遇全球大流行傳染病，提醒大家定期施打流感等疫苗，增加抵抗力。 　　Next, Mr. Chou Yu-ching spoke on "The Epidemiology of Wuhan Pneumonia (COVID-19) on the Ship". The speaker first explained pneumonia clustering of unknown cause was discovered in Wuhan, Hubei, China in December, 2019. On February 11, 2020, the World Health Organization (WHO) called this disease caused by novel coronavirus Coronavirus Disease 2019 (COVID-19). Currently, seven types of coronaviruse have been found to infect humans. Such infections may be associated with the overexploitation of wild animal habitats under climate change. At present, COVID-19 is mainly based on supportive therapy. The speaker went on about the COVID-19 infection cluster outbreak on the Diamond Princess cruise ship and the infection cluster on the USS Theodore Roosevelt. Large ships are like small cities where thousands of people are concentrated, in close contact and involved in activities, resulting in powerful and widespread spread of infectious disease. Finally, the speaker mentioned that COVID-19 is a centennial pandemic of infectious diseases and reminded everyone to periodically get flu vaccine shots and other vaccines to enhance immunity. 　　演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人，同時臨場進行機智問答。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後，圓滿地結束五月份國政聯誼會。 　　After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation, and played a brainstorm game. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The May Archilife Public Policy Communion ended smoothly.
