2018年12月份國政聯誼會縮影 　　本會已於2018年12月16日假晶華酒店地下三樓晶英會舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目過後，隨即由主持人帶來重要訊息：「近來全球紛擾不安，在中美貿易及國際霸權角力下，我們要靜觀其變。而國內雖然九合一選舉結束但網路亂象依舊，所以，請大家謹言慎行，在必要時貢獻一己之力，並且保有清晰的中心思想，建言方能為國家社會大眾所接受。此外，本次推舉蘇慶華教授擔任iiSBE總會理事，而且順利當選，使祐生理念能持續發散，也期待能有更多新世代成員加入。」接著介紹新任知識執守者，為生活藝術執守者林妍小姐。 　　The December Archilife Public Policy Communion of 2018 was held on December 16, 2018. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "Under the circumstances that the world is in a state of unrest recently as a result of the trade war and the international arms race between China and the United States as well as the remaining chaos on the websites after the nine categories of elections in our nation, therefore, we are encouraged to be discreet and contribute our strength if necessary and retain clear disciplinary core ideas to make our suggestions acceptable to the public. In addition, Professor Su Ching-hua was recommended and has been duly elected Director of the headquarters of iiSBE to make the continued development of Archilife's concept, and it is also expected that more new members of the new generation will join us." Later on, the new knowledge keeper introduced herself to the members. 　　緊接著進行專題演講，由國政會委員林致遠先生主講「2018行政院前瞻水環境改善計畫案例探討－竹北濱海景觀工程」。主講人首先說明竹北市擁有特色之農漁生產與生態資源，深具商業競爭力。而透過竹北市光明商圈暨綠園道轉型產業創新場域計畫，期望達成商圈聚落共創、在地生活共享及地方產業共榮的願景。並以「都會樂活、水月悠遊」為主題，提升經濟發展、環境保育及社區總體發展效益，期能吸引青農返鄉創業，平衡區域發展，並推動前述之在地組織運作。 　　Next on the schedule was the keynote speech. First, Mr. Lin Chin-yuan presented a speech on the "A Case Study on the 2018 Forward-Looking Water Environment Improvement Plan of Executive Yuan－Zhubei Coastal Landscape Infrastructure". The keynote speaker first explained the characteristics of agricultural and fishery products as well as ecological resources in Zhubei City, they are commercially competitive. Through the Kuan-Ming Business District in Zhubei City and the innovative field plan of transforming the industry in Park Lane, it's hoped to achieve the visions including the co-creation of business districts and settlements, the co-living of local communities and the co-prosperity of local industries. Taking the "urban LOHAS (lifestyles of health and sustainability) and Moon Water recreation" as the theme, we seek to enhance economic development, environmental conservation and the benefits of overall development of the Community to attract young farmers to return home for startups, balance regional development, and promote the operations of the aforementioned local organizations. 　　接著由國政會委員邵文政先生主講「2018創新綠建材研究與產業發展趨勢」。主講人首先提到IPCC 2018年10月提出全球暖化1.5℃的最新看法，呼籲減少二氧化碳排放量，以減緩暖化。主講人接著說明國際有關循環型產品的搖籃到搖籃認證標章，規劃產品回收方式，達成生態及工業循環。而創新綠建材評估系統的指標分為三大類：創新發展、環境足跡管理、企業社會責任，共37個評估細項。面對國際對「健康建築」之重視與發展，本年度提出「國際健康建築與綠建築、綠建材制度之調合研究」研究，以因應市場脈動。 　　Next, Mr. Shao Wen-cheng spoke on "2018 Innovative Research of Green Building Materials and the Trend in Industrial Development". The keynote speaker first mentioned the latest view that was proposed by the IPCC in October 2018, concerned for global warming of 1.5℃, and appealed for a reduction in carbon dioxide emissions to slow global warming. The keynote speaker proceeded to explain the seal of international cradle to cradle certified recycled products and the plan of product recycling methods that are done to achieve ecological and industrial cycles. The guidelines for the evaluation system of the innovative green building materials are divided into three categories: innovative development, environmental footprint management, and corporate social responsibility with a total of 37 evaluation items. In the face of the worldwide attention and development of "healthy building," this year, the research of the "International Healthy Building and Green Building, the research on a blended system of green building materials" will be put forward in order to respond to the pulse of the market. 　　接著由國政會委員李彥頤先生全程以英文主講「A New Living Era for learning to make our place more sustainable－the Round Table Discussion of SBE」。主講人首先提到未來20年，非洲和亞洲因渴望達到西方的生活標準，城市人口將激增，也使得糧食種植危機產生，IPCC預測2050年中亞與南亞穀物田將減少30%，增溫也使得中國稻米產量以及印度小麥跟玉米產量減少。亞洲地區應加強對於有機廢棄物轉用為能源與資源循環的重視。實踐建築和自然之間的流動，能在有益的循環中運行，以減少浪費、污染和碳排放，實現與自然和諧相處的目標。 　　Next, Mr. Li Yen-yi delivered his speech all the way through in English, "A New Living Era for learning to make our place more sustainable－the Round Table Discussion of SBE". The speaker mentioned that in the next 20 years, people in Africa and Asia will be eager to meet the western standards of living and the surge in the urban population will lead to a crisis in food cultivation. The IPCC has predicted that a 30% reduction of cereal fields in Central and South Asia by 2050 and the increasing warming will cause the reduction of rice produced in China as well as wheat and corn produced in India. The emphasis placed on the conversion of organic waste into the energy and resource cycle should be strengthened, to fulfill the practice of the flow between the built and the natural to operate in a beneficial cycle to reduce waste, pollution and carbon emissions that can achieve the goal of living in harmony with nature. 　　演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後，圓滿地結束十二月份國政聯誼會。 　　After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The December Archilife Public Policy Communion ended smoothly.
