2018年8月份國政聯誼會縮影 　　本會已於2018年8月19日假晶華酒店三樓宴會B廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目過後，隨即由主持人帶來重要訊息：「日前義大利發生高架橋倒塌重大事故，提醒大家日常生活中要隨時注意安全，例如在街道上，應行走在騎樓裡，避免建築物外牆飾面材剝落砸傷。另外，澳洲遭遇數十年來罕見的嚴重乾旱，當大氣中的含水量過低，植被無法生長將出現沙漠化現象，人口可能被迫遷移。為導引大家持續關注氣候變化對生存環境的影響，本月份續進行「祐生謎‧猜」，題目為：「今年濕度最低的月份以及濕度是多少％？」請各位一同關心這個課題，讓人類生存空間有更好的未來。」 　　The August Archilife Public Policy Communion of 2018 was held on August 19, 2018. Please take care of this topic and let the human living space have a better future." 　　緊接著進行專題演講，由生活特組組長鄭瑋寧小姐進行「生活特組2018年上半年結案報告」。主講人首先說明本階段重點在於避難進駐糧食供應方案之研討，進行災難情境分析、避難中心啟動指標設定及人員需求分析與計算。執行事項包括設備工具及能源儲備、種子、土壤介質及肥料儲備，以及相關操作手冊。而避難進駐行動方案，包括行動路線規劃及避難進駐期間生活規範與行動要領訂定。目前也持續研討建物與生活設施安全檢測及維護方案。期望達成強化與外部大共生環境之鏈結，維持與鄰近聚落之生活體的關係。 　　Next on the schedule was the keynote speech. First, Ms. Cheng Wei-ning, presented a speech on the "2018 Archilife Living Special Team Meeting Implementation Report". The speaker first explained that the focus of this phase is on the study of the food supply program for asylum, and carries out the disaster situation analysis, sets the starting index of the evacuation center, and analyzes and calculates the personnel needs. Implementation processes include equipment tools and energy reserves, seeds, soil media and fertilizer reserves, and also training relevant operating manuals. However, the action plan of asylum stationed, including the action route planning and the life standard and action requirements during the period of asylum stationed. Currently, we are also continuing studying safety inspection and maintenance programs for buildings and living facilities. It is expected to achieve strengthening a link with the external symbiotic environment and maintaining the relationship with the living environment of the near settlements. 　　接著由國政會委員林裕益先生主講「灌溉埤塘發展太陽光電之實務」。主講人首先提到接任彰化農場以來，去年已轉虧為盈，目前積極透過土地活化，創造利基。由於火力發電造成空汙問題，為響應推動國家綠能政策，經盤點彰化農場可利用土地，選定新竹場部青埔灌溉埤塘，發展水面型太陽光電，設置規模為全國第一。預估發電經濟產值每年1300萬元以上，年發電量約220萬度，足以供應920戶家庭用電。未來台灣各地將陸續開展各種型態的太陽光電，期望減少排碳量，促進相關產業發展。 　　Next, Mr. Lin Yu-yi, spoke on "The practice of the development of Solar Photovoltaics of irrigating reservoir and pond". The speaker first mentioned that since taking over Changhua Farm, it has turned a profit last year and it is actively creating a niche through land activation. Due to the problem of air pollution caused by thermal power generation, and in response to the promotion of the national green energy policy, the land available for Changhua Farm checked and the Xinpu irrigating reservoir and pond in Hsinchu area was selected, develop water-surface-type solar photovoltaics, the scale of setting is the first in the country. It is estimated that the economic output value of power generation will be more than NT$ 13 million per year, and the annual power generation capacity will be about 2.2 million kWh, which is enough to supply 920 households with electricity. In the future, various types of solar photovoltaics will be developed in various parts of Taiwan, and will expect to reduce carbon emissions and promote the development of related industries. 　　接著由國政會委員蔡坤憲先生主講「新興蟲媒傳染病與全球衛生防疫」。主講人首先表示全球衛生因氣候異變和交通運輸，傳染病已無國界。傳染病中，70%屬於蟲媒或動物媒介傳染病，因此做好環境維護為每個人必須的責任。主講人在參與社區活動中，教導民眾認識環境並瞭解登革熱症狀，幫助民眾及早就醫治療。然而，台灣登革熱疫情在北部沿燒，主講人提醒大家從事戶外活動時，應噴灑含有DEET(敵避)的合格防蚊液，民眾應與政府單位相互配合，齊心齊力解決問題。 　　Next, Mr. Tsai Kun-hsien, spoke on "The Emerging Infectious Disease from Insect Vectors and Global Health and Epidemic Prevention". The speaker first mentioned that global health due to climate change and transportation, infectious diseases has no longer borders. Of the infectious diseases, 70% belong to insect vectors or animal vectors, so it is the responsibility of everyone to do environmental maintenance. In the community activities, the speaker taught the general public to understand the environment and recognize the symptoms of dengue fever, and helped the general public to get medical treatment as soon as possible. However, the dengue fever epidemic is spreading in the north district of Taiwan. The speaker reminded everyone to spray qualified mosquito repellent liquid containing DEET when they are engaged in outdoor activities. The general public should cooperate with the government units to solve the problem together. 　　演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後，圓滿地結束八月份國政聯誼會。 　　After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The August Archilife Public Policy Communion ended smoothly.
