2016年4月份國政聯誼會縮影

Resized Image  本會已於2016年4月16日假台北喜來登大飯店地下二樓喜廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕,在輕鬆、活潑的節目過後,隨即由主持人帶來重要訊息:「近日廣東地區出現強風、雷雨及巨大冰雹的異常天氣狀況,日本熊本也出現強烈地震,這些現象讓大家明顯感受氣候異變對於人類的威脅。祐生一再傳遞求生存、謀生計、延生命的生活哲學,面對日益惡化的外環境,呼籲大家無論做任何事都能以此為行事準繩。而近來巴拿馬文件洩漏事件,足見網路安全管理的重要性,提醒大家都能謹言慎行。」
  The April Archilife Public Policy Communion of 2016 was held on April 16, 2016. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "Extreme weather events such as gales, thunderstorms, and hails attacked Guangdong region and strong earthquakes shook Kumamoto of Japan. All these natural phenomena show us the threat of climate change to the humankind. Archilife re-appeals to the public concerning its living philosophy: seek survival, make a living, and extend life. Facing a continuously deteriorating external environment, we urge the public to act according to our living philosophy. The Panama Papers incident has marked out the importance of information security management, and we would remind you to act cautiously and think before you leap."

  緊接著進行專題演講,由生活特組組長鄭瑋寧小姐進行「2015年下半年生活特組結案報告」。主講人首先說明本階段重點在於共生循環的觀察檢測、強化可居性、針對食、衣、住、不行、育樂等面向進行討論。另外,本階段於今年1月份進行油車子避難基地實地探勘,以人造土木、大地環境、氣象資訊、農務生活、生態環境等做為評估勘查指標。組員們也就個人專業領域分析提出選址建議。接著主講人說明強化祐生潛盾計畫中心可居性的具體最後,主講人提出當未來不可居情況發生,避難需求浮現時,應考量之因子與個人、社會、國家應準備的實質項目。
  Next on the schedule was the keynote speech. First, Ms. Cheng Wei-ning, the leader of the Archilife Living Special Team, presented a speech on the "2015 Archilife Living Special Team Meeting Implementation Report for the Second Half of 2015". First, the speaker explained that the observation and test of symbiotic circulation, enhancement of livability, and discussions on food, clothing, living, non-transportation, education, and entertainment are the foci at this stage. In addition, they conducted an on-site inspection for evacuation at Yaoziche, with artificial civil and geotechnical environments, meteorological information, agricultural life, and ecosystem as indicators. Then, the speaker presented an explicit plan to improve the livability of the Archilife Sub-Shield Center Program. Lastly, the speaker proposed the factors to be considered and substantive items that individuals, societies, and countries should prepare when there are needs for evacuation after unlivable conditions arise.

  接著由國政會委員蔡坤憲先生主講「來自森林的茲卡」。主講人首先提到近年來於聖多美普林西比推動瘧疾防治的過程與成果,接著表示在氣候異變下新興蟲媒傳染病傳播速度極快,茲卡病毒最早在1947年從烏干達茲卡森林中的彌猴體內分離出來,主要傳染途徑為蚊蟲叮咬,其他傳染途徑如母子垂直感染、性行為、輸血等。方案。典型症狀為發燒、班丘疹、關節痛及結膜炎,約80%感染者無症狀。台灣政府為因應登革熱疫情及茲卡病毒,規劃於南部設立國家級的醫學研究中心,並建置中央地方蚊媒傳染病合作防治體系,期能有效控制病媒傳播。
  Next, Mr. Tsai Kun-hsien, a member of the Public Policy Committee, spoke on "Zika from the Forest". First, the speaker mentioned the process and achievement in malaria prevention of Sao Tome and Principe. Then, the speaker explained that emerging vector-borne infectious diseases spread extremely fast in climate change. Zika virus was first extracted from macaques living in Zika forest in Uganda in 1947. Mosquito bites are the major route of infection. Other routes of infection include mother-to-infant transmission, sexual intercourse, and transfusion. Typical symptoms include fever, maculopapules, joint pain, and conjunctivitis, and about 80% people have no symptoms after being infected. To cope with dengue fever and Zika virus, the government of Taiwan plans to establish a national medical research center in southern Taiwan and develop a collaborative prevention system for vector-borne infectious diseases between the central and local governments to effectively control the spread of vector-borne infectious diseases.

  演講完畢,黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後,圓滿地結束四月份國政聯誼會。
  After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The April Archilife Public Policy Communion ended smoothly.
