  本會於2025年7月13日假台北喜來登大飯店地下一樓彩逸廳舉行「祐生國政聯誼會」。由主持人黃晉英秘書長宣布後揭開當日活動序幕,在輕鬆、活潑的節目之下,隨即由主持人帶來重要訊息:「美國總統川普對於世界各國對等關稅的談判仍在持續進行,台灣為出口導向的國家,因此關稅至關重要,對企業影響甚鉅,期望最終談判結果能達到雙贏局面。而目前烏俄戰爭仍未停歇,針對國防,台灣近日也展開「漢光演習」,涵蓋範圍與演練強度均超越過往規模,因為唯有自立自強,才能保障國人生命安全。台灣在全球晶片供應鏈中,占有一席之地,因此我們更有機會為人類開啟數位共生的新文明,進而提供人類未來生存之道。最後,提醒大家要觀察世界情勢,並反思未來局勢與趨勢變化,以為應對。」
  The July Archilife Public Policy Communion of 2025 was held on July 13, 2025. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "The negotiations between the United States and other countries regarding tariffs are still ongoing. Taiwan is an export-oriented nation; consequently, tariffs are of paramount significance and pose tremendous impacts on businesses. It is anticipated that the final negotiation conclusions will lead to a mutually beneficial outcome. On the other hand, the Russia–Ukraine war persists. Taiwan has initiated the Han Kuang 41 military exercise, which has exceeded previous scales in terms of both coverage and intensity. The lives of the populace can only be protected by striving for self-improvement. Taiwan plays a pivotal role in the global chip supply chain. As a result, we have a better chance of initiating a new civilization of digital symbiosis, paving the way for future human survival. Finally, everyone is reminded to observe the world situation and reflect on future circumstances and trends in order to cope appropriately."

  緊接著進行專題演講,由國政委員高傳棋先生主講「雙城論:加蚋仔與公館」。主講人藉由自己家族深耕所在已逾三百多年的南萬華加蚋仔地區,以及自己所就讀近七年臺灣大學所在的公館地區,比較兩地的土地利用變遷與庶民生活故事,進而釐清出兩地三百年來的時空發展與地方家族之關係。主講人表示一個地域的時空發展歷程,有其先天條件,而不同時代不同當權者的遠見與施政,也會影響地區的日後發展。歷經百年下來,加蚋仔與公館兩地因不同的先天與後天條件,而有不同的發展與區域特性,主講人也期待未來可以為加蚋仔與公館兩地,撰寫出有如狄更斯所著的《雙城記》及馬奎斯所著的《百年孤寂》經典之作以傳世。
  Next on the schedule was the keynote speech. First, Mr. Gao Chuan-chi presented a speech on the "A Discussion of Two Cities: Ka-lah-a and Gongguan". The speaker compared changes in land use and commoners' life stories in two locations: Ka-lah-a in Southern Wanhua, where his family had settled for over three centuries, and Gongguan, where he had studied at National Taiwan University for nearly seven years. The speaker added that a region's spatial-temporal growth was determined by certain intrinsic conditions, while the vision and policy implementation of individuals in power at different times also influenced the region's destiny. Over hundreds of years, Ka-lah-a and Gongguan demonstrated distinct developmental and regional characteristics as a result of their respective inherent and acquired situations. The speaker also planned to write classic works on Ka-lah-a and Gongguan, such as Dickens' A Tale of Two Cities and Marquez's One Hundred Years of Solitude, to be passed down to future generations.

  接著由國政委員陳遠鴻先生主講「私有建物弱層補強與修復分享」。主講人首先說明地震來臨時,建築物倒塌主因之一為軟弱層破壞,導致整體系統結構不穩。而建築結構平面不勻稱時,角落容易集中受力產生弱點,如街屋的三角窗建築物或L型等不規則平面的轉折點,容易產生破壞。因此,在地震災害過後應記取教訓,進行適當補強可降低建築物的損壞。弱層補強乃在排除建築物軟弱層的破壞,透過少許經費,即可大幅降低建物於地震來臨時瞬間崩塌的風險。主講人進一步說明私有建物耐震弱層補強的補助申請辦法,以快速、安全、省錢為原則進行補強方案,確保民眾生命安全。
  Next, Mr. Chen Yuan-hung spoke on "Reinforcement and Repair of Weak Stories in Private Buildings". The speaker first stated that when an earthquake struck, one of the primary causes of building collapse was the destruction of weak stories, resulting in an unstable overall structural system. When a building's structural plane was uneven, the corners were susceptible to concentrated stress, resulting in vulnerabilities. Sann-kak-thang buildings with triangular windows or uneven L-shaped planes, for example, were particularly vulnerable to destruction. As a result, it was critical to learn a lesson in the aftermath of an earthquake disaster: structural damage could be reduced by using appropriate reinforcement. The reinforcement of weak stories entailed preventing the destruction of weak stories in buildings. With minimal funds, the risk of buildings collapsing immediately after an earthquake could be significantly reduced. The speaker began by explaining how to apply for subsidies for shock resistance and strengthening of weak stories in private buildings. This would ensure that reinforcement plans were implemented in accordance with the principles of speed, safety, and cost-effectiveness, thereby protecting people's lives and safety.

  接著由國政委員吳元宏先生主講「重粒子放射治療簡介」。主講人首先表示臺北榮總重粒子癌症治療中心於2023年5月起提供醫療服務,目前已有許多治療案例,其中最多的是胰臟癌。近年胰臟癌死亡率竄升,發生原因可能與飲食西化有關,所以,希望藉由重粒子放射治療提升存活率,目前近兩年治療成果,一年的存活率已超過80%。主講人佐以臨床治療數據說明,顯示治療成果顯著。而臺北榮總目前也與美國梅約醫學中心簽訂共同研究計劃,以及與美國紐約大學癌症中心進行治療合作。主講人表示重粒子的劑量分布通常優於質子,可以設定深度,能量更集中,並且不怕缺氧環境。唯受限於成本,治療費用偏高,若經濟寬裕可予以考慮。
  Next, Mr. Wu Yuan-hung spoke on "An Introduction to Heavy Particles Radiotherapy". The speaker began by stating that the Heavy Ion Therapy Center at Taipei Veterans General Hospital began providing medical services in May 2023. Pancreatic cancer accounted for the majority of current treatment cases. Pancreatic cancer mortality rates have risen in recent years, and one possible explanation is the westernization of the diet. As a result, it was assumed that heavy particles radiation would increase survival rates. Over the course of two years, the one-year survival rate surpassed 80%. The speaker used clinical treatment data in his explanation to emphasize the significant treatment outcomes. Taipei Veterans General Hospital has also signed a research protocol with the Mayo Clinic in the United States and has collaborated with New York University's cancer center. The speaker stated that the distribution of heavy particles doses was generally superior to that of protons, and that the depth could be adjusted to generate more concentrated energy and withstand hypoxic conditions. However, due to economic constraints and increased treatment costs, this option was only considered if funds were available.

  演講完畢,黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法交流後,圓滿地結束七月份國政聯誼會。
  After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The July Archilife Public Policy Communion ended smoothly.
