2021年4月份國政聯誼會縮影 ![]() 本會於4月18日假台北喜來登大飯店一樓清翫廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕,在輕鬆、活潑的節目後,隨即由主持人帶來重要訊息:「全球COVID-19疫情持續升溫,反觀台灣疫情管控得宜,經濟逆勢成長。但全球暖化嚴重加速冰河融化,融化後的冰河中所釋放出來的細菌或病毒,很有可能造成下一波全球大流行的疫情。另外,祐生在十多年前將「綠色矽島」的理念提交政府部門,在長期執行之後陸續看到成果,希望未來能繼續朝經濟發展與環境保護並重的「永續台灣」前進。此外,iiSBE年度理事會已經在3月29日順利舉辦完成,本次會議的參與,持續加強並穩固台灣在國際組織之地位,當建立更緊密的連結,就能在國際組織裡持續發聲。」 The April Archilife Public Policy Communion of 2021 was held on April 18, 2021. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "The global COVID-19 pandemic continues to escalate. Taiwan has exerted appropriate pandemic control, leading to a growth against the trend. However, the severe global warming has accelerated glacier melting. The bacteria or viruses released from melting glaciers may very likely cause a second wave of global pandemic. In addition, Archilife proposed the concept of "Green Silicon Island" for the government sectors over a decade ago, and results gradually became clear after long-term implementation. In the future, we hope to continue moving towards "Sustainable Taiwan" that attaches importance to both economic development and environmental protection. In addition, the iiSBE annual general meeting came to a successful close on March 29. The participation in the meeting will continue to strengthen and consolidate Taiwan's position in international organizations. Closer links should be established to continue to voice in international organizations." ![]() Next on the schedule was the keynote speech. First, Ms. Cheng Wei-ning, presented a speech on the "Archilife Living Special Team Meeting Implementation Report for the Second Half of 2020". The presenter first said the research in the current stage focused on camp training and the corresponding stage of vertical migration to the Show Mountain Range. Evacuation action related issues were discussed. Based on history and experience, when people are in the face of natural disasters or diseases, the original residence can no longer serve as purport for survival. When that happens, migration and evacuation are necessary. In recent years, climate change and diseases confronted resulted in multiple pressures. How to prepare for migration and evacuation before risks arise will depend on the coping ability and adaptability of individuals and organizations. Based on the research results on vertical migration to Snow Mountain Range, the presenter proposed suggestions in three aspects: survival, livelihood, and life extension. Site investigations will subsequently be conducted in order. This is to ensure more accurate evaluation results and formulate more complete vertical migration plans, thereby perfecting migration, and evacuation actions. ![]() Next, Ms. Yen Hsiu-hui spoke on "Introduction to the Administrative Relief System". The presenter first said the people may file a petition when they deem administrative sanctions of administrative agencies illegal or inappropriate, which damage their rights or interests. It was then mentioned that for procedural relief, petitions sunder the administrative system and administrative lawsuits under the judicial system may be field. The elements of petition include: "receiving but not deserving" and "deserving but not receiving". The petition body of the counterparty and interested party whose rights or legal interests have been harmed should file at the competent authority within 30 days. Note that the execution of administrative sanctions shall not stop as a result of a petition filed. The reasons for the revocation of the existing sanctions include: applicable legal errors, procedural flaws, and violations to general legal principles. The presenter said the administrative relief procedures rare intended to protect the people’s rights and interests, which must not be given up. ![]() Next, Mr. Lin De-en spoke on "Kavalan's Winter Rain". The presenter first mentioned that a severe snowstorm raged in Texas, United States. The local water supply system was interrupted, and large-scale blackouts took place. The extreme weather brought about harsh challenges upon the local residents. He went on about the northeast wind that brought rain in winter in Taiwan. From November to December 2020, the rainfall was 2895mm, which exceeded Taiwan’s average annual rainfall. Take the average statistics in December over the years for example; there was additional rainfall of 375mm. Such staggering rainfall will cause hazards related to driving safety, slope collapses, and agricultural damage. Hence, the NTU combined outstanding teams to perform the "Yilan severe rainfall observation experiment". Through observations, it was found that anti-El Nino and dustpan terrain were possible causes of abnormal rainfall in Yilan last year. Faced with the threat of climate change, the presenter reminded everyone to speed up preparation with alertness. ![]() After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The April Archilife Public Policy Communion ended smoothly. |
