2025年9月份國政聯誼會縮影 　　本會於2025年9月21日假台北喜來登大飯店一樓清翫廳舉行「祐生國政聯誼會」。由主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目之下，隨即由主持人帶來重要訊息：「當前世界局勢動盪不安，中美角力成為主導全球政治與經濟走向的核心力量。雙方競爭日益激烈，影響遍及全球。其中，台灣更成為敏感焦點，因為台灣不僅是科技產業的重要據點，也是地緣政治的戰略要衝。面對中美關係的緊張與變動，各國都採取觀望態度，既不願輕易選邊站，又試圖在兩強之間尋求利益平衡，這讓世界走向更加複雜與不確定的未來。另外，近來詐騙猖獗，手法日益翻新，嚴重威脅民眾財產安全與社會信任。政府應積極推動立法，唯有透過完善的法律制度與全民警覺，才能有效對抗詐騙行為，維護社會秩序與民眾權益。」 　　The September Archilife Public Policy Communion of 2025 was held on September 21, 2025. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "The US–China rivalry has emerged as the primary force influencing the global political and economic landscape, as the current global situation is in a state of turmoil. There is a global-scale impact from the intensifying competition between the two sides. Taiwan, in particular, is a sensitive topic of focus because it is not only a significant technological hub but also a strategic geopolitical juncture. In the face of tensions and changes in US–China relations, countries worldwide have adopted a wait-and-see strategy, hesitant to take a stance while seeking to balance their interests between the two superpowers. As a consequence, the future of the world is becoming more complex and uncertain than ever before. Furthermore, rampant fraud and the expansion of fraudulent practices seriously jeopardize the public's property, safety, and social trust. The government should actively promote legislation, as the only means of combating fraudulent acts and maintaining social order and public interest is through a comprehensive legal system and public vigilance." 　　緊接著進行專題演講，由國政委員林致遠先生主講「鐵嶺基地轉型100種可能」。主講人首先介紹鐵嶺基地的時空背景及地理位置，並表示此計畫目的在於新竹縣政府積極規劃兼具在地性及綠能美化之「新竹縣勞工育樂中心」，期能做為勞工及其眷屬休閒教育、親子遊憩、創新服務之空間場域。而主講人提出空間規劃要能維持永續運營、強化商業競爭力之想法，並進一步促進原鄉產業發展，傳承泰雅文化，再現泰雅族食農教育之產業魅力。此外，當地亦可整合溫泉養生與生態旅遊之規劃，使能營造樂活環境及兼顧地方產業。 　　Next on the schedule was the keynote speech. First, Mr. Lin Chih-yuan presented a speech on "The 100 Possibilities of the Tieling Base Transformation." The speaker began by introducing the temporal-spatial background and geographical location of the Tieling site. He stated that the plan was intended to facilitate the Hsinchu County government's proactive planning of the "Hsinchu County Labor Recreation Center," which combined local characteristics with green esthetics. The center is anticipated to offer a space for recreation, education, parent–child activities, and innovative services for laborers and their families. In addition, he suggested concepts that would ensure the sustainable operations of spatial planning and enhance the competitiveness of businesses. This would further advance the development of indigenous industries, preserve Atayal culture, and revitalize the industrial appeal of the Atayal Tribe in terms of diet, agriculture, and education. Furthermore, ecotourism and hot spring health planning can also be integrated locally to create a LOHAS environment while meeting the needs of local industries. 　　接著由國政委員王敏州先生主講「高雄農業零碳公正轉型」。主講人首先提到國家應走向零碳，且要兼顧農業，「減量、增匯、循環、綠趨勢」是台灣為達成國家淨零碳排目標，是農業部門推動的四大主軸政策，而所謂公正轉型的精神，即為在轉型路上不遺落任何人。主講人接著介紹高雄市山城九區農業淨零碳排公正轉型計畫，透過量化分析及質化分析，針對重點議題分析結果進行綜合評估，並舉辦淨零公正轉型問題意識工作坊，以及城鄉合作淨零公正轉型工作坊，考量山城九區不同地區各樣代表性農作物的特性，發展獨特的低碳觀光農業模式，建立合適的城鄉合作樣態。 　　Next, Mr. Wang Min-chou spoke on "Just Transition to Zero Carbon Agriculture in Kaohsiung." The speaker first stated that Taiwan should aim for zero carbon emissions, while accommodating agriculture. In order to achieve the national net-zero carbon emissions objective, Taiwan's agricultural sector advocates for four primary policies: "reduction, increasing carbon sinks, recycling, and green trends." The spirit of a just transition is that no one is left behind on the journey to transformation. The speaker went on to introduce the agriculture net-zero carbon emission just transition program for nine mountain districts of Kaohsiung City. A comprehensive assessment was conducted using both quantitative and qualitative analyses, with a focus on the analysis of focal issues. Furthermore, a net-zero just transition awareness workshop and a net-zero just transition via urban-rural collaboration workshop were also held. The characteristics of a variety of representative crops in different regions of nine mountain districts have enabled the development of distinctive low-carbon tourism agriculture models as well as the establishment of appropriate urban-rural collaboration patterns. 　　接著由國政委員林玉茹小姐主講「AI智慧健康新樣貌」。主講人首先表示AI多元化的應用，也深入民眾日常生活健康管理。台灣面臨超高齡社會、慢性病、少子化及極端氣候等衝擊，我們必須啟動健康照護政策的轉型，讓台灣從以疾病治療為主的醫療模式，轉型為以預防和健康促進為主的健康照護，善用自身科技優勢，提升醫療照護，打造更健康的台灣！主講人接著提到，台灣人口於2019年轉為負成長，2025年已邁入超高齡化社會，唯有健康才能達到各個面向的永續，未來必須應用AI機器人補足照護人員，降低長者孤獨感，增進整體健康，即時回饋與回應，讓所有長者都能高齡樂活。 　　Next, Ms. Lin Yu-ju spoke on "New Face of AI-Powered Smart Health." The speaker began by stating that AI's various applications are deeply integrated into people's daily health management. Taiwan is facing the impacts of a super-aged society, chronic illnesses, declining birth rates, and extreme weather. We must initiate healthcare policy transformation, allowing Taiwan to transition from a disease-treatment-based medical model to one based on prevention and promotion. By leveraging its technological strengths, medical care can be improved to create a healthier Taiwan. The speaker went on to say that Taiwan's population experienced negative growth in 2019. Health is the key means by which all aspects of sustainability can be achieved upon entering the super-aged society in 2025. To ensure that all seniors can maintain lifestyles of health and sustainability into old age, it is imperative that AI robots will be employed in the future to address nursing care shortages, alleviate loneliness among the elderly, improve overall health, and provide timely feedback and responses. 　　演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法交流後，圓滿地結束九月份國政聯誼會。 　　After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The September Archilife Public Policy Communion ended smoothly.
