2024年12月份國政聯誼會縮影 　　本會於2024年12月15日假台北遠東香格里拉大飯店地下一樓大都會廳舉行「祐生國政聯誼會」。由主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目之下，隨即由主持人帶來重要訊息：「川普再度當選美國總統，在未上任前就已掌握國際議題話語權，並提出關稅政策或國內企業減稅等政策。對於台灣而言，政府及企業需靈活應對，適時調整策略以因應未來的挑戰。另外，全球面對氣候異變帶來嚴重的極端災害，追求淨零排放，是台灣與國際共同努力的目標。面對災害風險提高的挑戰，提醒大家行事應更為謹慎保守，隨時注意外在環境變化。」接著，黃晉英秘書長介紹新任知識執守者，分別為義大利文執守者李咨嫺小姐、戲曲執守者戴逸蕙小姐及商學(企管)執守者陳玫均小姐，亦致贈禮品予新任知識執守者推薦人：工具科學執守者江豪文先生、物理學執守者廖釔凱先生及見習生王鴻銘先生表達感謝 　　The December Archilife Public Policy Communion of 2024 was held on December 15, 2024. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "Donald Trump was re-elected and had already established an influence on global affairs prior to his inauguration. He also proposed tariff policies or tax cuts for domestic companies, among other policies. In Taiwan, the government and businesses must be able to cope flexibly and adjust their policies in response to future challenges. Furthermore, with the world facing severe extreme hazards as a result of climate change, Taiwan and the international community share a common goal of achieving net-zero emissions. In the face of challenges posed by escalated disaster risks, everyone is reminded to act more cautiously and conservatively while remaining vigilant to external environmental changes." Later on, the new knowledge keepers introduced themselves to the members. Gifts were also presented to the new knowledge keeper's referrers to show gratitude. 　　緊接著進行專題演講，由生活特組組長鄭瑋寧小姐進行「生活特組2024年上半年研究成果報告」。主講人首先表示現階段的研究任務是針對氣候異變的演變趨勢和疫後人類的生存挑戰，進行發想與研討。首先關於氣候議題，有下列解決方案：積極防災作為，重新訂定安全風險閾值，改善水資源管理。關於健康的挑戰，應提升身體機能，強化傳染病應變機制，降低生態破壞。關於科技趨勢方面，應發展AI基礎建設並落實資安，藉高科技產業提升民生必需與傳統產業的發展。未來，生活特組將持續探討疫後新世界的趨勢和生存挑戰並研擬因應方案，期能導引人類度過生存考驗，進而為新文明奠定基礎。 　　Next on the schedule was the keynote speech. First, Ms. Cheng Wei-ning presented a speech on the "Archilife Living Special Team's Research Result Report for the First Half of 2024". The speaker first stated that the current research goal is to conceptualize and discuss the evolution of climate change, as well as the challenge of post-pandemic human survival. First, the solutions for climate issues are as follows: active disaster prevention, reestablish safety risk thresholds, and improve water resource management. In terms of health concerns, it is imperative to enhance physical function, fortify mechanisms for managing infectious diseases, and mitigate ecological destruction. In terms of technological trends, AI infrastructure should be developed alongside information security. The development of traditional industries and the enhancement of livelihoods can be facilitated by high-tech industries. In the future, the Archilife Living Special Team will persist in its discussions regarding the trends of the post-pandemic new world and survival challenges in order to formulate coping plans. The goal is to lay groundwork for a new civilization by conducting survival tests, thereby fostering the development of humanity. 　　接著由國政委員周伯丞先生主講「永續城鄉在地實踐」。主講人首先表示因應高雄市環境課題，為有效規劃建立高雄永續居住環境改造，縣市合併後創立了因應對策「高雄厝計畫」，提升都市防災、景觀、建物使用機能及宜居品質。主講人表示在輔導個案時，也會將環境模擬數值導入計畫中，更符合科學。另外，在參與屏東縣社區規劃師部分，為讓屏東社區規劃成果被更多人看見，於110年將社區成果提報國際獎項，憑藉社區在地風格，奪得多項國際獎項，更於113年首次拿下美國繆斯設計獎金獎的殊榮。未來將依循2050淨零排放策略，持續深化淨零綠生活。 　　Next, Mr. Chou Po-cheng spoke on "The Local Implementation of Sustainable Cities and Towns". The speaker first stated that in response to Kaohsiung City's environmental issues and in order to effectively plan Kaohsiung's sustainable living environment renovation in accordance with the city-county consolidation, the "Kaohsiung Residence Plan" response strategy was developed, were created to improve disaster prevention, landscaping, building functionality, and livability. The speaker went on to share that when working on case studies, environment simulation values were incorporated into the plan to make it more scientifically sound. Furthermore, to raise the visibility of Pingtung County's planning results, the community results were nominated for international awards in 2021. The community's distinct style earned it numerous international awards. Furthermore, it won the Gold Award at the Muse Design Awards for the first time in 2024. Looking ahead, net-zero green living will be expanded in accordance with the 2050 net-zero emission strategy. 　　接著由國政委員李彥頤先生主講「桃園綠捷永續規劃經驗分享」。主講人首先表示本案所指為桃園市府擬定符合桃園綠捷土地適性發展之都市計畫方案。此計畫以生態城市的建構為發展目標，維護城市生態基盤，結合農業的都市新紋理。在空間規劃構想部分，由景觀格局分析確認主要基地主要綠廊，風熱環境分析指認可開發區域範圍，以及場站周邊300公尺區域劃設為住宅區。主講人表示為因應氣候異變，與市府及居民討論過後，保留將來有調適洪水能力的區塊，也能產生城市風廊，降低熱島效應。所以，以土地開發者而言高層建築利益最大，但以永續環境的角度思考，應預留緩衝區。 　　Next, Mr. Li Yen-yi spoke on "Taoyuan Metro Green Line Sustainability Planning Experience Sharing". The speaker first stated that this case study is about urban planning in accordance with the Taoyuan Metro Green Line's individualized land development plan developed by the Taoyuan City Government. With eco-city construction as the development goal, this plan aims to maintain the existing ecological foundation while also introducing a new urban texture to agriculture. In terms of the conceptualization of spatial planning, the main green corridors of the main bases were confirmed via landscape pattern analysis. The wind and heat environment analysis were used to determine the scope of the development area, while the 300-meter radius around the station was designated as a residential area. The speaker shared that in response to climate change, the city government and residents reached an agreement after discussions that retaining areas that can adapt to future floods, can also lead to the formation of urban wind corridors and reduction of the heat island effect. Consequently, from the perspective of sustainable development, although high-rise buildings are most beneficial to land developers, a buffer zone should be reserved. 　　演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法交流後，圓滿地結束十二月份國政聯誼會。 　　After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The December Archilife Public Policy Communion ended smoothly.
