2024年1月份國政聯誼會縮影 ![]() 本會於2024年1月7日假台北遠東香格里拉大飯店地下一樓大都會廳舉行「祐生國政聯誼會」。由主持人黃晉英秘書長宣布後揭開當日活動序幕,在輕鬆、活潑的節目之下,隨即由主持人帶來重要訊息:「回顧2023年,全球面對氣候異變帶來更嚴重的極端災害,促使各國加速訂定溫室氣體減量策略,對於淨零碳排採取相關措施,台灣政府各部會亦共同為達成2050淨零碳排的目標而努力。面對全球暖化問題,以及天災加乘人禍,請各位隨時留意外在環境變化。另外,台灣2024總統大選將至,眾多議題被提出討論,尤其著重在兩岸關係的攻防。請各位仔細思考過後投下選票,珍惜台灣的民主自由,選擇台灣未來要走的路。」 The January Archilife Public Policy Communion of 2024 was held on January 7, 2024. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "Looking back at 2023, the world has experienced more extreme catastrophic events brought on by climate change, which is pushing countries around the world to accelerate the establishment of greenhouse gas reduction strategies, as well as net-zero carbon emissions related measures. Taiwan's many government ministries have collaborated to accomplish the goal of net-zero carbon emissions by 2050. In light of the issues of global warming, natural disasters, and man-made calamity, please pay attention to changes in the external environment at all times. Furthermore, with the forthcoming 2024 presidential election, numerous topics have been raised for discussion, including the attack and defense of cross-strait connections. Please think carefully before voting. Let us all value Taiwan's democratic freedom and decide the direction Taiwan will take in the future." ![]() Next on the schedule was the keynote speech. First, Mr. Liu Ding-chyu gave a presentation on "Q-Day: The Information Security Challenge Presented by Quantum Computers". Q-Day, according to the speaker, is the day when quantum computing capabilities advance to the point that the current global mainstream encryption technology, which has a key length of 2048 bits, can be easily cracked. The speaker proceeded to elucidate that quantum computers utilize qubits in a superposition state to process enormous data sets in a short time. There are symmetric and asymmetric variants of modern encryption. Integer factorization is an asymmetric variant of RSA, whereas discrete logarithm is known as ECC; both are advantages of quantum computing. This suggests that the cryptographic system has been challenged. The United States plans to standardize post-quantum encryption by 2024. The speaker encouraged people from all walks of life to connect with the rest of the world as soon as possible, citing the growing demand for cryptographic systems that can withstand quantum encryption. ![]() Next, Mr. Hung Chi-tung, spoke on "Climate Change and Islanding Effect". The settlements in the Da-an River Basin were used by the speaker as an example of how vulnerable communities are to the effects of climate change and how they have developed adaptation mechanisms. The speaker initially said that there are numerous small highland settlements in townships upstream of the Da-an River that rely on tourism as their primary source of income. These nature-based tourism attractions are especially vulnerable to the effects of climate change. When connecting roads, bridges, and communication systems are disrupted, these relatively remote places will produce an island effect. As a result, regional communication and coordination, according to the speaker, can be achieved by data analysis, field surveys, and in-depth interviews, as well as numerous vulnerability indicator evaluations and the Da-an River township vulnerability map developed utilizing the analytic hierarchy process (AHP). Community awareness can be acquired to jointly formulate catastrophe preventive, relief, and mitigation measures. ![]() Next, Mr. Yao Wei-cheng, spoke on "Application and Outlook of AI in Medical Care". The first thing the speaker mentioned was how deep learning has allowed artificial intelligence (AI) to evolve and progress rapidly over the last ten years. As a result, deep learning artificial neural networks have made rapid advancements in machine learning, such as Google Translate, Siri, and self-driving automobiles, outperforming earlier generations in solving challenges. The speaker continued by discussing the uses of AI in medicine for infection control (epidemiology), diagnosis (imaging, pathology), treatment (evidence-based medicine, precision treatment), recording (electronic medical records, nursing records), and prevention (genes, precancerous lesions), among other areas. AI-powered assistive decision-making and support technologies are currently in widespread usage and are getting better at handling complicated calculations, vast amounts of data, and high-quality medical images. The question of whether AI will eventually replace human labor has gained popularity and is hotly debated. The speaker thinks that it will depend on the nature of the work, tacit knowledge, and possible influences from the law and culture, all of which are up to us to consider. ![]() After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The January Archilife Public Policy Communion ended smoothly. |
