Sketch of Public Policy Communion, December 2016Date: 2017-01-18 Section: Activity | 本會已於2016年12月11日假晶華酒店地下三樓晶英會舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕,在輕鬆、活潑的節目過後,隨即由主持人帶來重要訊息:「全球政壇上發生了許多重大事件,包括韓國總統遭彈劾以及美國當選總統川普即將上任,除了外顯的原因外,潛在的原因與氣候異變也有所關聯。所以,祐生恩梯特組持續進行國家氣候風險評估,以因應天擇的壓力,來對應氣候異變。近年來,祐生積極的參與國際研討會,期望為台灣在國際上發聲,讓世界看到我們創發性的思維,在獲得國際認同後,進而將行動計畫推展至台灣。請大家一同發揮力量,為更好的未來而努力!」 The December Archilife Public Policy Communion of 2016 was held on December 11, 2016. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "In global politics, several significant events occurred, including impeachment of the President of South Korea and the coming inauguration of Donald Trump as the President of the US. Other than the explicit causes, the implicit causes are related to climate change. Therefore, the Archilife NT Team continued to survey and assess the conditions of climate change in the Nation, in search of counter climate change strategies to mitigate the pressure from "natural selection". In recent years, Archilife has been actively participating in international conferences to make Taiwan's voices heard in the international society and showcase Taiwan's innovative ideas to the world. We are expecting to push forward our plans in Taiwan after we gain recognition in the world arena. Let's work together for a better future." 接著進行專題演講,由國政會委員周裕清先生主講「社區居家照護計畫」。主講人首先提到台灣三大健康問題:三高、癌症、高齡化,未來20年老年人口將增加兩倍之多,在氣候異變的高熱氣溫下,可直接造成心血管和呼吸道疾病患者死亡,尤其是對於老年人的威脅。過去中大型醫院較少,常見醫師到家裡來診治的「往診」,如今在老年化社會的驅使下,未來機構安養缺口也會持續持續擴大,因此由健保推行居家醫療制度,以失能者及有醫療需求為對象,將醫療由診間帶入家庭。主講人本身也與基層和地區醫院簽定合作備忘錄,期望能協助更多有需要的人,提供更周全的服務。 Next on the schedule was the keynote speech. First, Mr. Chou Yu-ching, a member of the Public Policy Committee, presented a speech on the "In-Community Home Care Program". The speaker began with the top 3 health problems in Taiwan - Metabolic Syndromes (hyperglycemia, hyperlipidemia and hypertension), cancer and aging. He pointed out that the elderly population will double in the next 20 years, and the extremely hot weather brought by climate change will be a direct cause of death associated with cardiovascular and respiratory problems, threatening the health of the elderly. In the past, "home care" was seldom a common practice in medium and large medical institutions. As the society ages, the National Health Care system is pushing forward a planned home care system, targeting the elderly who need medical attention and those who have lost the ability for self-care. This is a move to take medical care from clinics to homes. The speaker himself has also signed an MOU with community and regional hospitals to bring comprehensive services to more people in need. 接著由國政會委員周伯丞先生主講「高雄厝計畫之環境效益探討」。主講人首先提到高雄厝計畫運動的思維為Kaohaus GO,GO即為Green+Orange,建構為全齡通用設計的綠建築,並能通過氣候異變的考驗。主講人也以圖解說明大樓與透天厝之設計規劃重點。目前高雄厝的新建案件已達兩百多件,如景觀陽台、綠能設施及自然通風等,都是規劃的重點所在。在許多學者進行光環境、風環境效益模擬下,促成營建署同意高雄厝計畫的推動進行,也以事實證明了對於產業、經濟及減碳之效益。未來,高雄厝3.0的計畫方向,期望達到智慧、防災及生命之盒的願景,使能成就安全的生活居家環境。 Next, Mr. Chou Po-cheng, a member of the Public Policy Committee, spoke on "Exploration on the Environmental Benefits of the Kaohaus Go Program". The speaker began with introducing the idea of Kaohaus GO. He pointed out that GO means Green + Orange, a concept of general purpose green building designed for users of all ages that sustains the tests of climate change. At the current stage, as many as 200 new construction projects under the Kaohaus GO Program have been launched, and the designs focus on landscaped terraces, green facilities and natural ventilation. Many researchers carried out simulation of environmental effectiveness, including lighting and ventilation, and their studies brought the Construction and Planning Agency to support the Kaohaus GO Program. Empirical results have also proved the benefits brought by this Program to the industries, economy and carbon reduction goals. In the future, the Kaohaus GO 3.0 Program is expected to incorporate the concepts of smart home, disaster prevention and life box into the overall design, aiming to create safe home environment. 接著由國政會委員蔡坤憲先生主講「氣候異變下的NTD」。主講人首先提到全球便捷的交通工具,為造成病媒傳染病傳播最主要的原因之一。NTD指的是被忽略的熱帶疾病,一個國家若遭受疾病的威脅,就會造成經濟上的惡化,因此,必須根本解決傳染病的問題,才有復甦的可能。熱帶疾病影響近十億人口健康,主講人提出三個案例提醒大家注意:不潔環境的臭蟲、不潔身體的體蝨以及繁殖力超強的蟑螂。最後,主講人呼籲大家重視生態環境的變化,「預防」是最重要的作為,期望能讓疾病的傷害降到最低。 Next, Mr. Tsai Kun-hsien, a member of the Public Policy Committee, spoke on "The NTD(neglected tropical diseases) under Climate Change". The speaker began by pointing out that convenient global transportation has become one of the major causes of the spread of diseases. NTD means "neglected tropical diseases". When a disease attacks a country, inevitably, the economy will be affected and recovery will only be possible when the problem is tackled from the source. Tropical diseases affect the health of over 1 billion people worldwide. The speaker used three examples to raise the awareness of the audience: bugs in an unhygienic environment, louses in unhygienic bodies and highly reproductive cockroaches. Finally, the speaker urged us to pay close attention to the changes in the natural ecologies. He stressed that "prevention" is the most important action that should be taken to minimize the harms brought by diseases. 演講完畢,黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後,圓滿地結束十二月份國政聯誼會。 After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The December Archilife Public Policy Communion ended smoothly.
